Abstract

It is with great pleasure that I can place before the reader the July 2016 issue of IAIS Malaysia’s flagship journal, Islam and Civilisational Renewal. This issue contains six substantive articles (all with actionable policy recommendations) and five viewpoints, in addition to three event reports. The first substantive article is my own, entitled ‘Moderation in Fatwa and Ijtihad: Juristic and Historical Perspectives’. Taking fatwa as my main theme, I outline both the nature of fatwa as a juristic opinion and the method of its issuance. After surveying some of the most recent developments in the field of fatwa, I conclude by stressing the importance of moderation (wasatiyyah). I also suggest a number of actionable policy recommendations, including: 1) fatwa issuers should avoid facile declarations of this and that as haram without decisive Shariah evidence to support such; 2) new channels of communication must be found to connect muftis and other fatwa-issuance authorities with the youth; 3) fatwa issuance should not be privatised; 4) existing Shariah committees should be subject to greater professional supervision; and 5) the bureaucratisation of fatwa should be minimised and discouraged.
